Abstract
The purposes of this research are on how to enhance the effectiveness and sustainability of the Kyoto Protocol implementation in Thailand. Initial focus was on the existing unit of the bureaucratic structure as a Focal Point and Climate Change Unit under the Office of Natural Resources and Environmental Policy and Planning (ONEP), Ministry of Environmental and Resources (MONRE, Thailand).
From the sustainability point of view, the DNA of Thailand had to design sustainable criteria for CDM projects and allow for stakeholder establishment and participation for the context of transparency and sustainability (Marrakesh Accords, COP 7; 2001). The Thai administrative system is a very bureaucratic system. In 2008, there was the establishment of Thailand Greenhouse Gases Organization, TGO as DNA of Thailand under the Coup D'état supervision was the right timing for successful CDM project implementation. I reviewed the definitions of the good governance in different dimensions to understand the differences between the governments under the Coup D'état supervision as the top down, highly command and control and standardization and democratic government how their governance affects the implementation of the KP/CDM as voluntary, bottom up and incentive basis (market mechanism).
In practice, the importance of the unexpected micro-level stakeholders influenced the effectiveness of the CDM. I realized that the needs of additional factors and theories to be determined in order to understand the delay of effectiveness of the CDM implementation in Thailand during 2002-2008. By COP 15, ( December 2009) there were 94 energy projects approved, 29 registration with Executive Board (EB) and 6 more energy project in the pipeline waiting for approval in 2010.
In conclusion, the effectiveness of the number of energy projects are not related to the Coup D'état government but that was due to the ongoing hard work and preparation in Thailand to reach the objectives of successful implementation after the hard work and studies of the responsible teams. My suggestion is if the citizen level can participate more and less political conflicts at the time bottom up, Thailand can accomplish more effectively and sustainability.
